The Senior Strategic Writer will be responsible for continually driving and elevating the quality of proposal responses relating to their assigned content areas, contributing to an industry-leading proposal win rate and top scores among responses. In response to State-issued Medicaid Requests for Proposals (RFPs), the Senior Strategic Writer will be responsible for writing proposal responses within their assigned functional areas that are of greatest complexity and highest point value with a focus on ensuring development of a compliant, responsive, compelling and high-quality bid. In addition to writing responses to RFPs, this position will review drafts at each critical milestone throughout the proposal process to ensure consistent, compliant and high-quality responses. Outside of live RFPs, the Senior Strategic Writer will work with writing team and growth and health plan leadership in advance of an RFP release to adequately prepare writing efforts relating to responses related to their assigned content area. In addition, this position will be the primary owner for all baseline content records relating to their assigned functional area, and will be responsible for ensuring that the baseline content records are up-to-date and relevant.

Primary Responsibilities: 

  • Continually deepen subject matter expertise in their assigned functional areas inclusive of seeking innovations and best practices across the Enterprise to improve quality of bid writing 
  • Understand the national strategy and value proposition of UnitedHealthcare’s  programs and capabilities and apply to proposal responses as needed
  • Work closely with the RFP readiness teams to understand the nuances regarding their assigned content areas and UHC’s offering for each market. Ensure that the necessary writing tools and resources are tailored to the market prior to RFP release
  • Assess and update baseline record listings in the their assigned content functional areas (and other ancillary areas as assigned), ensuring that the record listings are up-to-date and relevant to RFP trends 
  • Ensure that baseline content is up-to-date by assigning and monitoring writer assignments across all assigned baseline records and by driving the review and approval processes for all assigned baseline content 
  • Analyze responses related to their assigned content areas across competitor bids and bid evaluations; design and execute actions that allow C&S bid responses to remain competitive
  • Review and assess performance on each proposal submitted and identify opportunities for improvement
  • Write responses for questions related to their assigned functional areas and as assigned within an RFP that are compliant, responsive, compelling and high-quality and compliant with C&S proposal development standards, stylistic guidelines and formatting conventions 
  • Serve as internal departmental SME for their assigned content area responses and assist other writers with content and questions if necessary 
  • Partner closely with RFP Excellence Office (REO) team throughout the live bid process to drive alignment and accountability in drafting competitive, winning proposal responses 
  • Meet all deadlines as dictated by the proposal calendar and ensure high-quality outputs with little to no coaching or oversight 
  • Actively review all responses related to their assigned functional area at each critical milestone during the proposal process to drive quality, compliance, and responsiveness across responses
  • Contribute to ongoing continuous improvement of the C&S proposal development process
  • Contribute to departmental trainings specific to writing quality and their assigned subject matter
  • All other duties as assigned

Required Qualifications: 

  • 5+ years of relevant Medicaid experience
  • 5+ years of experience in RFP management or writing 
  • 3+ years of experience in writing to highly complex subject matter in Medicaid responses
  • 5+ years of project management experience in a fast-paced deadline-driven environment
  • Solid writing experience, both in content and writing organization abilities
  • Experience with incorporating client vision and strategy into proposals
  • Experience working in a large, matrix organization with multiple stakeholders 
  • Experience in navigating conflict, collaborating with stakeholders with varied styles, and building credibility and solid relationships
  • Intermediate or greater proficiency in Microsoft Word, PowerPoint, Outlook and Excel
  • Demonstrated problem solver and decision maker amidst ambiguity
  • Demonstrated composure during pressure and ability to effectively drive results in a dynamic, matrixed environment with a high degree of organizational change, growth and ambiguity

Preferred Qualifications:  

  • Experience at an MCO 
  • Demonstrated solid strategic thinking and business acumen with the ability to align people related strategies and recommendations with business objectives
  • Demonstrated solid history of partnering with business leaders to successfully execute on cross-team initiatives
  • Demonstrated excellent consultative, interpersonal communication and presentation skills  
  • Demonstrated champion continuous change, consult with versatility, exhibit personal leadership and model a customer focus
  • Proven ability to effectively drive results in a dynamic, matrixed environment with a high degree of organizational change, growth and ambiguity
  • Proven ability to analyze healthcare trends and develop solutions to address them
  • Proven ability to articulate business strategies and formulate concise solutions to complex problems

The salary range for this role is $106,800 to $194,200 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
