The Sr. Business Product Owner for Community and State’s (C&S) Product Operations segment will perform the role of business product owner for the C&S team’s plan and benefit data management and reporting solutions. The individual in this role will be responsible for maximizing product value by prioritizing the C&S product backlog based on customer needs and business objectives, ensuring clear communication and alignment between stakeholders and development teams to deliver high-quality, valuable features efficiently.
The Sr. Product Owner collaborates with technical and business teams to ensure business requirements are built into the backlog, are prioritized to best achieve business objectives, and ultimately delivered within the agreed-upon scope and budget. This role involves handling diverse responsibilities, including eliciting requirements, writing features, verifying and accepting user stories, and creating process and data flows, while driving and communicating both tactical and strategic vision.

Primary Responsibilities:
Leadership and Team Management:
- Demonstrate leadership within the product team, fostering a collaborative and high-performance environment.
- Collaborate closely with the development team, providing clear direction and priorities to ensure alignment of goals and deliverables.
Product Ownership and Management:
- Develop, maintain, and oversee delivery of the C&S product roadmap for the team’s plan and benefit data management and reporting solutions.
- Identify, advocate for, and lead opportunities for increased automation and technology enhancements, with a focus on scalability.
- Partner with relevant business teams to fully understand and clarify requirements.
- Translate business needs into clearly documented features and user stories, collaborating with the Technical Product Owner, Delivery Leads and development team to refine as appropriate.
- Develop, prioritize, and refine the backlog based on customer needs and business objectives.
- Regularly attend and engage at scrum ceremonies, including sprint planning, sprint reviews and retrospectives, and backlog refinement calls.
- Create process and data flows to support product development and enhancements.
- Provide approval/sign off on behalf of the C&S Product team for added features, functionality & defect fixes ahead of releases.
- Provide product support to end users within the C&S Product team, addressing issues and ensuring a positive user experience.
Communication and Collaboration:
- Act as the primary liaison between the C&S Product team and the development teams, driving clear communication and alignment.
- Navigate and influence multiple cross-functional teams (e.g., IT, operations, Product, etc.) in a matrixed work environment.
- Work collaboratively across multiple lines of business within the enterprise to develop flexible and scalable solutions. Coordinate with fellow product owners and capability managers on roadmap development and feature prioritization to ensure efficiency and adaptability of solutions across different business units.
Testing and Quality Assurance:
- Develop and coordinate user acceptance testing, including coordinating the preparation of test data and managing execution.
- In collaboration with business partners, define and clearly articulate success and acceptance criteria based on a solid understanding and measuring of business value.
- Review and accept completed work, ensuring it meets the defined acceptance criteria and overall quality standards.

Required Qualifications:
- 5+ years of experience in eliciting, reviewing, analyzing, and writing functional and non-functional business requirements
- 3+ years in a Product Ownership and/or Product Management role in an Agile environment, working with Agile processes, principles and tools
- Proven track record of successfully leading cross-functional teams to deliver high-value products that meet customer needs and business objectives
- Demonstrated experience in developing user acceptance testing plans, writing test cases, and/or coordinating testing execution
- Demonstrated proficiency in communicating ideas clearly and concisely to senior leadership and technical teams
- Solid problem-solving skills and ability to derive structure and clarity from ambiguous or open-ended inputs
- Demonstrated ability to work effectively with individuals with high technical acumen (e.g., development teams, architects)
- Intermediate level of proficiency in Agile deployment/Agile project management tools (e.g., Rally, Aha!, or similar tools)
- Intermediate level of proficiency in Microsoft Office applications
- Demonstrated stakeholder management experience, with solid communication skills and an ability to build collaborative relationships with cross functional teams
Preferred Qualifications:
- Experience with the Plan Library suite of applications
- Experience working in government-related health insurance programs (e.g., Medicaid, ACA markets)
- Working knowledge of health insurance benefit concepts and terms
- Agile product owner or Agile leader certification
- Experience with data quality, stewardship, and governance principles and best practices
- Experience leading successful process improvement/optimization initiative

The salary range for this role is $106,800 to $194,200 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
